London exchange woos US start-ups

The CEO of the London Stock Exchange is urging US start-ups to list on AIM, an international market for small-cap companies. She called AIM a less costly alternative to Nasdaq. During her remarks, several people commented that companies choosing to list on AIM also didn't have to deal with the Sarbanes-Oxley (SOX) requirements. Sarbanes-Oxley was put into law in 2002 to restore investor confidence. It has provisions to encourage financial transparency and accountability, including Section 404, which requires companies to document, test, and have audited their internal controls over financial processes. SOX compliance has proven more costly than projected, which critics say is hurting US competitiveness. Nasdaq's vice president did concede that companies incur costs in complying with Sarbanes-Oxley, but said Nasdaq's new trading market, Portal, will allow companies to sell shares without having to achieve SOX compliance.
